MUNICIPAL LAW

The Law Offices of Thomas E. Dewhurst III, PLLC, is a firm of lawyers with broad experience and depth on municipal matters and litigation. We have a statewide practice in New Hampshire and a more limited practice in Maine. The firm is accustomed to dealing with the daily needs of municipalities and we understand the importance of giving municipal clients priority by providing prompt responses. Our firm strives to provide practical, cost-effective legal advice of the highest quality.

The firm has represented New Hampshire municipalities for more than 16 years. We currently serve as general counsel for four municipalities in the following capacities: General Counsel, Town Counsel and Civil Counsel. We provide representation to water precincts, village districts, fire districts, and a county.

The Law Offices of Thomas E. Dewhurst III, PLLC, regularly counsels fire chiefs, boards, commissioners, selectmen, and superintendents on all aspects of municipal law. We review and revise warrant articles and assist municipalities with audit responses and necessary opinions for daily operations. We represent municipalities and developers in construction bidding situations and in grant and Farmers Home & RECD development water and sewer projects.

Our firm represents both developers and lenders in substantial and complex construction financing. The firm serves as trial counsel for municipalities, businesses, and private individuals and we appear before municipal land use boards in Carroll County. In addition, we regularly appear before the NH Board of Tax and Land Appeals, NH Superior Courts, and the NH Supreme Court.

Attorney Thomas E. Dewhurst III has practiced law since 1987 with a focus on municipal representation. Tom represents municipalities and precincts in state and federal courts on water and sewer related projects, general litigation matters, employee matters, contract reviews, real estate transactions, easement and property acquisition, and eminent domain proceedings. Tom is a former police officer and municipal prosecutor. He has more than eight years' experience in police work and 19 years' experience in the fire service emergency medical services as Firefighter EMT-I.
